The thesis

AI adoption in government is patchy and blind.

Supply is unstructured. Departments buy point solutions that solve one problem and leave behind a stack nobody else can use. Procurement — the single biggest barrier to entry in public technology — rewards whoever can navigate it, not whoever builds best.

Primus was built on the other side of that wall. We have spent a decade inside government consulting: writing the strategy, sitting in the review meetings, understanding how a scheme actually reaches a family. PrimusOne is what happens when that knowledge is turned into engineering.

We are not trying to be the sole supplier for every government use case. The architecture is deliberately open so that innovative third-party applications plug into the same core — one government, many builders.

The core is a public good, not a lock-in.

A platform that can only be extended by the company that built it recreates the problem it was meant to solve. PrimusOne is deliberately architected so that a start-up, a university lab or another systems integrator can build on the same building blocks, publish into the same experience layer, and be governed by the same consent and audit controls.

Most engineers who care about public systems end up several layers away from the decision. Here the person who wrote the state's strategy is down the corridor from the person deploying the release.
